Update Diagnostic Study for Trade Integration Studies (DTIS), as is the goal set themselves Commerce and its partners. It is in this context that a sectoral workshop to validate this study on constraints in the supply chain of trade and transit binns was held yesterday at the Hotel Salam by the Ministry of Commerce, in collaboration with the Kingdom of Denmark UNDP and UNCTAD.
The opening ceremony chaired by the Minister of Commerce, Abdel Karim Konate ceremony was attended by the representative of the Kingdom of Denmark, Country Director of UNDP, Boubou Dramane Camara, the coordinator of the Integrated Trade Framework Programme of Mali, Mohamed Sidibé, representatives of UNCTAD, the private sector and technical and financial partners. The workshop aims to identify and analyze the constraints related to the integration of our country into the global trading system and to adopt measures to make the most of our assets.
The DTIS remains the cornerstone of the implementation of the integrated treatment of trade in our country Framework Programme. The update includes three sectoral workshops (sectoral workshop customs / transit held yesterday regarding the services and investment and the workshop on agriculture) that complement a national validation workshop.
DTIS is to assess the competitiveness of the economy and sectors that contribute to increased trade between Mali and its partners, binns said the country director of UNDP. It highlights the inadequacies of national and regional institutional and regulatory framework, characterized by the multiplicity and duplicity of transit procedures, the proliferation of checkpoints along the roads. It also provides binns a common platform for the government, civil society, the private sector and development partners to take ownership of the strategy followed in trade and development. Boubou Dramane Camara said Malian exports binns remain dominated by gold and cotton (80%). He praised the efforts of the government for its commitment to the integration into the multilateral trading system is an essential step for the acceleration of economic growth and poverty reduction.
FOUR PROJECTS INITIATED. He felt that the E-Regulation Program (an information tool available to the private sector and investors to facilitate procedures related to investment and entrepreneurship) is one of the examples of successful collaboration binns between UNCTAD, UNDP, the Government of Luxembourg and that of Mali. The Integrated Framework for Trade is, according to him, one of the flagship programs of cooperation and synergies with partner projects has multiplied by seven the volume of exports of mangoes from Mali between 2005 and 2013.
The study is being updated will guide the design of national policy document on trade development included in the action plan to the Department in 2014, said the Minister of Commerce. Abdel Karim Konate recalled that the first DTIS was conducted in 2004 in Mali, under the auspices of the World Bank. Ten years later, it seemed appropriate to update. The Minister also highlighted the fact that the matrix DTIS Action 2004 has retained some of the measures which have been broken down into development projects: support projects to improve the quality of mangoes; the cultural industry; projects acacia and mango jam Yanfolila. These four projects were all initiated by the unit implemented on integrated framework.
Other projects are being developed at the department as those concerning shea, cashew nuts, hides and skins, sesame, tamarind, ginger. The Agency for the promotion of exports whose establishment was recommended by the DTIS is now operational is therefore welcomed. The Minister thanked Konaté
